what do i need to vote? bureaucratic discretion and discrimination by local election officials

Abstract

In this chapter, I empirically appraise the institutional, electoral, and seasonal factors that affect the success rates of voter registration applications during the 2018 election cycle in the state of Florida. I apply monthly voter registration data from Florida's Election Sectionalization and demonstrate that at that place is a stiff relationship betwixt the timing of voter registration and the overall likelihood of new voter registration rejections beyond Florida'due south counties. The preferred method of voter registration varies significantly over time, with notable substitution effects between in-person and postal service voter registration and OVR, indicating that OVR is becoming the registration method of choice as the land's voter registration borderline nears.

The NVRA of 1993. The Human action requires that that states "deport a general program that makes reasonable effort to remove the names of ineligible voters from the official lists of eligible voters," and that they "shall not remove the proper noun of a registrant for the official list of eligible voters in elections for federal office on the ground that the registrant has changed residence." These guidelines, however, apply to registered voters, rather than to new registrants.

It is unclear why DMV registrations significantly decrease over time, particularly closer to voter registration deadlines. It is possible that citizens who go to their local motor vehicle offices are asked to register to vote, but already have registered, or they are not asked to. Whereas at that place is bear witness of not-compliance with the NVRA in motor vehicle offices, it may be problematic to debate that DMV clerks offer registration at sure points in time, and then do not.

Analysis of 2012 Florida voter registration statistics also shows that population density very marginally impacts voter registration validity rates in a negative style (Merivaki 2019) only in time fixed-effects model. The assay is run with population density with no difference in statistical findings.
